I have great luck with Spinosad based organic products. They work on a wide spectrum of insects and caterpillars.

http://www.cleanairgardening.com/organic-slug-bait.html  This one says slug bait, but it really helps with just about anything crawling on the dirt, and it mentions cutworms.

They are really the same active ingredient in two different forms. One of them lets you water it on. The other lets you sprinkle it as a solid.</description>
